Eagle Guard
Standing orders
The Eagle Guard serves under Count Severin Valerius, Lord of Bruma. Operational command rests with the Captain of the Eagle Guard, advised by the Lieutenant and the senior officers. Imperial law supersedes a local ruling where the two conflict. In war, or by Imperial decree, the Legion may take the Guard for a time.

Commanding the Armies of Skyrim · drill, formations, and battlefield conduct. Lucian will edit it to the current roleplay. Until then it is a drill book, not the law of this county.

Where the Guard may act
The city, the northern passes, and the outlying farms and settlements of Bruma Hold. The jurisdiction does not run into Skyrim, or into the rest of Cyrodiil. Cooperation with the Imperial Legion and the Vigilants of Stendarr is required.
How a guard addresses a house
In public, a guard uses the office and the house. A nickname or a bare first name is for private talk, and only when that person has given permission. A guard does not address the nobility unless spoken to, except a passing greeting. Lieutenant Belmont has said a breach of this is punishable.
Patrols
- RedCity. Market, gates, chapel district.
- GreenWall. Ramparts, towers, gatehouses.
- PurpleRoad. Northern passes and the Pale Pass approach.
At the end of a shift, incidents, arrests, and suspicious persons go to the Report Sergeant, in the report section at the castle. Use the report template.
Force
- Verbal command.
- Physical restraint.
- Non-lethal force: baton, shield, disarm.
- Lethal force only when a guard’s life is in immediate danger, a citizen faces imminent death or grievous harm, or a Daedric, undead, or monstrous threat is present.
No execution without trial, unless the field itself is the battle. No torture. An arrest begins with the words Eagle Guard, the charge, and only the force required. Prisoners are held in the Bruma barracks cells, fed, and brought to judgment in a reasonable time.
The Legion
The Guard assists the Legion when the Legion is here. The Legion comes first in wartime and in an Imperial emergency. Civil law and the security of the city stay with the Guard unless Imperial command formally takes them.
The Lieutenant has spoken with the Legion in Bruma. The legate is to be urged to meet the captain of the guard, to arrange joint training and joint patrols, and, with permission, a mock siege for shield walls and fort fighting. That meeting is not yet held.
Asked of the realm
Sent onward by the command. These are not done. They are the list.
Craft and stores
- A public loom in Bruma.
- Honey collection at the meadery.
- Alchemy tables.
- A charcoal kiln, a source of salt, and enchanting tables, confirmed or added.
- The Bruma mines.
Guard kit
- Bows, and a reliable supply of arrows.
- Swords that can bite guard armour. The steel in hand is too light.
Castle and dungeon
- Officers’ keys to the dungeon.
- The dungeon barracks door secured.
- Fallen weapons cleared from the castle barracks.
- A lock on the gate into the tunnels under the city.
- Barracks doors that lock on one face and not the other.
